Town Planning is about managing how land is used and the activities that are undertaken on a parcel of land. Local Governments (Councils), with the endorsement of State Government, have Town Planning Schemes which set out these rules to control what you are allowed and not allowed to do with a property. For example, what a land can be used for, the minimum lot sizes if subdividing, and maximum building heights.
There are different categories of development. For example, if you are changing the use of a land, depending on the zoning, overlays (environmental constraints) that apply to the property, and the level of the change. The works may be done either as Exempt Development (not needing a Development Permit approval before Building Works) or Assessable Development (Development Permit is required before Building Works).
Town Plans include planning tools such as overlays and zoning maps which determine the level of assessment for a development proposal and the type of application required.
